To unlock new recipes/blueprints in The Lord of the Rings: Return to Moria, players must rebuild the statues found throughout Moria. These are the damaged statues that you will get to find as you explore more regions of Moria and each statue will cost a certain number of stones to rebuild them. However, you cannot rebuild the statue until you don’t have the Hammer tool. There are various kinds of Hammer tools and the earliest one that you can unlock is the Iron Hammer.

Once you have crafted yourself an Iron Hammer and gathered a decent number of Stones, go to any one of the damaged statues and interact with them by pressing the E Button to start rebuilding them. After the statue has been rebuilt, it will unlock a recipe fragment for you which is the recipe/blueprint that can be crafted through the Building Menu or from a certain workstation.

Some of the statues are placed in the main path through which you progress the main story but the rare ones are hidden around Moria and they unlock more advanced recipe fragments. It is best to explore the area thoroughly by removing all the rubble and building the quick platforms to reach higher grounds.
