The First Descendant offers various types of leveling including Descendant leveling, Mastery Rank, and Weapon leveling. Unlike the Descendant leveling and Mastery Rank, there is no EXP gain for weapons that you will get by eliminating enemies or completing missions, instead, it requires a process of dismantling a higher-level weapon for a lower-level weapon, similar to Destiny 2.

How to Level Up Weapons in The First Descendant
Leveling up your weapons requires a procedure called Weapon Level Transmission. This feature is tied to the progress of the main story and unlocks automatically at the Workbench. If your workbench doesn’t show the Weapon Level Transmission feature yet, keep on completing the main missions to progress in the story to unlock it.
Once you have access to the Weapon Level Transmission feature, you will be able to level up your old weapons that you wish to use again like the Thunder Cage Ultimate Weapon. To level up the weapon, select the Weapon Level Transmission option at the Workbench, and select the weapon you wish to level up. It will open a menu where you have to select the weapon with the highest level.
NOTE: You are selecting the highest-level weapon for dismantling and using it as a material to level up your first selected weapon.
Upon selecting the weapon that you wish to use as a material, it will show you the increased stats of your first selected weapon. Select the Weapon Level Transmission option to confirm the change and your weapon will be leveled up as the same weapon you chose to use as a material.
Materials Required for Leveling Up Weapons
However, leveling your weapons does not only require you to dismantle/sacrifice a higher-level weapon, but it also requires a certain material. If you are leveling up a Standard/Epic weapon, you will need 1x Phase Exchanger, if you are leveling up an Ultimate Weapon, you will need 1x Precision Phase Exchanger.
Both of these materials can be obtained from Anais by researching them. They require standard materials like Superalloy and Liquid Metal which are obtained from dismantling weapons. If you have weapons stored up that you don’t normally use, you can dismantle them to get the materials to research the Phase Exchangers for leveling up your weapons.
