Scrap Metal is obtainable in the First Sea, Second Sea, and Third Sea, and primarily drops from enemies, including:

This makes farming at the First Sea the most efficient method, as you’ll have quicker respawns in between kills to get Scrap Metal. Just remember that you can only hold 99 at once, so use it up and then go back to farming.
