I take a look at all skills and rank them from best to worst in my Hooked Tier List. A lot of it comes down to play style preference, though there are plenty that are universally strong, no matter how you play Hooked.

Hooked Tier List
The skills you prefer depend on your play style. If you’re looking for a more supportive build, you’ll want a skill that replenishes HP, like Heal and Golden Stance.
However, if you like being on the offensive, there are a variety of skills to power up your build.
S Tier
Black Hole
Rarity:
Epic (1% drop chance)
Ability:
You pull enemies in towards you without the need of a hook before dealing AoE DMG
Heal
Rarity:
Uncommon (20% drop chance)
Ability:
Summon a field of healing, replenishing the HP of all nearby allies. If enemies try to enter the field, they are knocked back
Meteor
Rarity:
Rare (4.45% drop chance)
Ability:
Summon a meteor from the sky, crashing down onto the enemy, dealing AoE DMG
A Tier
Bolt Dash
Rarity:
Rare (4.45% drop chance)
Ability:
Increases the speed of your dash and reduces its cooldown time
Shadow Veil
Rarity:
Rare (4.45% drop chance)
Ability:
You turn invisible for 10 seconds; however, you can still take damage and be hooked
Big Bomb
Rarity:
Rare (4.45% drop chance)
Ability:
Spawn a bomb that detonates after a few seconds, dealing AoE DMG
Golden Stance
Rarity:
Uncommon (20% drop chance)
Ability:
Activates your Golden Form for 2.5 seconds, which replenishes 10 HP every 0.5 seconds
B Tier
Swiftstep
Rarity:
Common (74.29% drop chance)
Ability:
Your movement speed increases by 50% for 8 seconds
Multi-Hook
Rarity:
Rare (4.45% drop chance)
Ability:
Your next cast launches three hooks to capture multiple people simultaneously
C Tier
Dash
Rarity:
Common (74.29% drop chance)
Ability:
Dash forward to dodge attacks
D Tier
Wall
Rarity:
Common (74.29% drop chance)
Ability:
Spawn a wall in front of you, which can block incoming hooks
Ink Bomb
Rarity:
Common (74.29% drop chance)
Ability:
Summon a dark fog, blocking the vision of your opponents
How to Get Skills in Hooked
You can get skills by opening Skill Crates. These crates are obtainable via the Wheel Spin feature and by purchasing them.
Keep in mind the Wheel Spin does not guarantee a Skill Crate every time, as there are other items in the reward pool. You obtain spins every 10 minutes you spend in a match.
How to Get Skill Crates
Purchasing is by far the easiest way to get Skill Crates. I recommend using your in-game Gold to buy the normal Skill Crate, which costs 1.5K. There is a premium version of the crate that costs 250 Robux.
Whilst you passively accumulate Gold by playing Hooked, my best advice is to keep an eye out for gift codes, as they can sometimes grant you extra Gold.
The premium crates do offer a higher chance of rare skills dropping, but in my opinion, the regular crates are worth stocking up on instead.

What is the Highest Rarity in Hooked?
The rarity of a skill goes up to Epic at the moment, and the rarest skill out of all of them is currently Black Hole. The most common are Swiftstep, Ink Bomb, Dash, Heal, and Wall. Despite being a common rarity skill, Heal is one of the best to obtain in Hooked.
