It is because there is a limit or something on the number of Pokémon that can be available in an area at a time. Usually, you will find all the Pokémon in their home/habitat. How to Find Missing Pokémon in Pokémon Pokopia
There are two ways you can find the missing Pokémon in Pokémon Pokopia. Both of these methods require you to activate the “Search” feature. To do so, open the Pokedex and hover over the Pokémon you are looking for, and then press the “+” button. It will activate the Pokémon’s search.
Ask any Pokémon about the Missing Pokémon
As the search becomes active, the primary solution for it is to ask any Pokémon to learn the whereabouts of the missing Pokémon. If the missing Pokémon is within the same area, the Pokémon that you are asking will point you in a direction. However, if the missing Pokémon is not within the area, the Pokémon will not point you in a direction.
After asking about the missing Pokémon, follow the direction point to find the missing Pokémon. Moreover, if you feel lost along the way, try asking some more Pokémon in the area.
Talk to a Fly Specialty Pokémon to Find the Missing Pokémon
As the search becomes active, the secondary solution for it is to ask for help from a Pokémon with a Fly specialty. These Pokémon have a keen eye to look afar, and if they spot the missing Pokémon, they will fly you directly to the Pokémon. Go to any Pokémon with the Fly specialty and ask for help. Most of the time, they will spot the Pokémon and offer you a ride to it. However, if they cannot find it, visit another zone and try asking for help there.
After finding the missing Pokémon, you can ask them to follow you and take them home.
