Manpower is one of the crucial resources in Europa Universalis 5, which substantially helps with winning wars. Without manpower, the army will take a significant hit, stalling your war plans. To build a strong nation with the mindset of taking wars to others, manpower is a must-have resource. Initially, most of the countries will have low manpower, and it is up to the player how effectively they increase it. In this guide, we will tell you how to increase manpower in Europa Universalis 5.

Manpower in Europa Universalis 5

Manpower is the rate of men who are ready to be recruited as Regulars (army unit). The Regulars are a superior army unit to the Levies in EU5. In the early game, most nations’ armies will rely on Levies, including the players. However, as the game advances and progresses out of the Middle Ages, the countries will start recruiting Regulars. At this point, the player should start increasing manpower to recruit Regulars; otherwise, they might become a target of foreign aggression. The player can try to fight and defend using Levies, but they are no match against Regular units.

How to Increase Manpower in Europa Universalis 5

The increase in Manpower relies on three major factors, including control, population growth, and military upgrades. Manpower increases each month depending on these factors and how well you keep them. It is best to spread control farther from your country by building roads and ports. Moreover, keep the food production stable to avoid any starvation penalties. As long as your population finds peace and works healthily, manpower will increase substantially each month.

In addition to these casual solutions to increase manpower monthly, there are a few major factors that will help increase the manpower quickly. These major factors include military buildings and laws.

Production of Military Buildings

The best method to increase manpower quickly each month is to build military buildings that give manpower. Such buildings include City Guard, Sergeantry, Armory, and more. To give the production order for these buildings, Shift + Click on the Manpower resource tab on the right. Alternatively, open the Buildings under the Production tab and search for monthly manpower to bring the respective buildings. Build the respective buildings in the various locations to start increasing the manpower of your nation.

Armory: +10

Sergeantry: + 5

City Guard: +2

Order Stronghold: +1

The more buildings you make, the quicker the manpower will increase each month.

Force New Laws in Favor of Manpower

The next method to increase manpower is to make new laws in favor of manpower. As your game progresses to the Age of Renaissance, you will be able to enact various laws. One of the notable laws to force is the Recruitment Law, which helps with increasing the maximum manpower of a nation by adjusting some policies. Here are some policies to enact to gain a percentage of manpower each month.

Green Standard Army: +20% Monthly Manpower

Military Settlements: +20% Manpower

Mass Army Policy: +20% Manpower

Allotment System: +15% Manpower

Canton System: +15% Manpower

Calpulli: +10% Manpower

Reformed Hussite Tactics: +10% Manpower

Early Standing Army: +10% Manpower

New Model Army: +10% Manpower

NOTE: Most of these policies are restricted to certain cultures. Enact the ones corresponding to your nation’s culture.

In addition to these major factors, try to protect your country from any pointless action to recover the manpower resource. If your country is at peace, the population will grow faster, increasing the overall rate of manpower each month. Try to avoid long sieges in poor supply zones and rough terrains. Let armies rest after major wars so the population can recover. Last but not least, disband the Levies to return them to their homes.
