Acquiring the Legendary Crossbow weapon, the Piercer, in Dying Light: The Beast, requires a different method than going to a specific location to get it. Jenna, the trader at the Exile’s Cave in the Villa Area region, sells the Piercer weapon.
NOTE: The Exile’s Cave (Safe Zone) unlocks after completing the “Some Like It Dark” main story mission.
However, due to the randomization of the merchant’s shop, Jenna will not always have Piercer in stock. Moreover, since the Piercer is a Legendary weapon, it only appears at Jenna’s shop starting at Level 11.

Every time you go to the Highway Tower, Jenna’s shop alters. It is the quickest way to randomize the shop and get the Legendary weapon you are hoping for.
