Devas of Creation Blessed Scrolls

What’s the difference between the regular scrolls and the Blessed scrolls? The Blessed variants do not have a chance to break a weapon or piece of armor, unlike their counterparts. Instead of destroying the item, a Blessed scroll reverts it to Enchantment Level 1, which is much easier to deal with!
