Upon going to any river in Kilima Valley or Bahari Bay, equip the fishing rod and cast the line in the ocean without equipping any bait. Wait for the bobber to shake three times and as soon as the Wagon Wheel appears on the water, hold the left click to reel in the Wagon Wheel.
However, Wagon Wheel have a very low chance of catching on to hook so it can take you around 5 to 10 minutes to catch them.
