Exploring the wasted London City in Fallout: London will let you face a variety of enemies including terrifying creatures and various humans from different factions. Looting the human enemies will net you different clothing/armor items that can grant you some sort of defensive stats. However, there is one armor in particular called Riot Armor that you should get as soon as possible in the game.

How to Get the Riot Armor in Fallout: London
The Riot Armor is one of the best armor in Fallout: London and you can get one as soon as you reach the Prilladog Food Factory location. You will come across the Prilladog Food Factory while traveling to Thameshaven during the Charybdis main quest. It is one of the early main quests of the game and upon reaching the factory, complete a little side quest in the area to get inside the factory and get the Chum Factory Key.
NOTE: You can also get yourself a dog companion named Churchill by helping him from the Stray Dogs outside the factory.
Upon getting inside the factory, use the Chum Factory Key to unlock a safe to get the Prilladog Chum Factory Basement Access Card. It will help you unlock a metal gate through which you can reach the basement of the factory. Make your way through the hallway and you will come across a guard named Cal wearing the complete Riot Armor.
Now, take down Cal either by using your Melee weapon or your gun and claim the Riot Armor. Loot all Riot armor pieces and the helmet, and then equip them all from your Device (Pip-Boy) to wear the Riot Armor.
