How to Complete the Welcome to the Vagabonds Quest
Starting the Quest
Welcome to the Vagabonds is the final quest for the Vagabonds faction before you join them. To initiate the quest, speak with Sebastian Gaunt in Swan & Mitre pub. However, you must first complete the Meeting in Millwall quest otherwise, the Welcome to the Vagabonds quest will not be triggered.
Speak with Sebastian Gaunt
Upon speaking with Sebastian Gaunt, he will give you an opportunity to join the Vagabonds. Accept to join the faction and he will give you the final task of eliminating a Syndicate enforcer captain.
Speak with Nelson
After speaking with Sebastian, go over to Nelson and speak with him to learn about the location of the Syndicate enforcer captain. Optionally, you can also speak with other members at Swan & Mitre pub to get medical supplies, armor, and weapons.
Get a Lapel Pin from an IODS Enforcer Captain
Nelson said that the IODS enforcer captain can be found roaming around in small groups in Millwall. Fast travel to one of the discovered locations in the Millwall area and look around to find any Isle of Dogs Syndicate group member. The enemy with a Sniffer tag will have the IODS Lapel Pin on him so focus on taking him out either stealthily or loudly.
Eliminate all the syndicate enemies and then loot the Sniffer body to get the IODS Lapel Pin.
Show the Lapel Pin to Gaunt
Now, head back to Swan & Mitre pub and speak with Sebastian Gaunt to show him the lapel pin. He will happily welcome you to the Vagabonds.
