The Handaxe tool is one of the starting tools in the game and you can equip it by pressing the Q/E button. After equipping the Handaxe, press the LMB on the grass and weeds to gather the Plant Fiber.

The main usage for Plant Fiber is to complete the earlier Ideas of the clan members to progress in the game which will help you unlock new recipes and even unlock new tools. Additionally, you can use the Plant Fiber to upgrade the following tools.
