Each starting map in Cities Skylines II will allow you to start with a small portion of the actual map where you can build your small starting city with all the required infrastructures, industries, houses, and much more. However, the fate of your dream city does not end in that smaller portion of the actual map as you can expand your city and join it with other cities by building them somewhere else on the actual map.

How to Buy Land in Cities: Skylines II
Expanding your dream city can only be done by expanding the actual starting land size of the map. To do so, you need to buy more land on the map you have selected for the playthrough. The starting area in the game does not cost you any money but expanding the buildable area will cost you money. You can buy more land by following these simple steps.
Select the Map Tiles on the bottom left side of the screen.
Zoom out of the map to see the actual area and use the LMB to select the blocks to buy selected land.
Use the RMB to deselect the selected land.
Each selected land will cost a certain amount of money and its total can be seen next to the purchase option that you need to select to confirm your purchasing of land.
As you start selecting land that you want to buy, there is no restriction on buying land adjacent to the already unlocked area. You have the freedom to buy land anywhere on the map and the best way to own land is to view the zones to see which land provides which resources as it can help you build a certain industry and earn profit for you.
