Making all of the Outside Connections and providing all of the necessities for the citizens are the initial goals for you to achieve so, you can start pulling people in your city. However, there might be a deviation in the roads or in the buildings which might upset the citizens for which you might have to either fix the anomaly or demolish it to build it better.

How to Relocate Buildings in Cities: Skylines II

If you have placed a building or an infrastructure in the wrong place or it started causing some negative effects on the city or citizens, it is best to relocate it somewhere else. To relocate a building in cities: Skylines II, follow the following steps.

Go over to the building that is causing deviation.

Select the building to view its menu.

Select the Relocate option at the end of the menu to initiate the relocation of the building.

Place the building in a new location to confirm the relocation of the building.

Relocating a building incurs a cost that is displayed when repositioning. However, the cost of relocating is lower than rebuilding the building so, instead of demolishing the building and constructing it again, use the relocation mechanic.

Demolition of a building or an infrastructure does give you back some credits but it costs a full amount of money to rebuild the building or infrastructure you just demolished.
